SUBJECT:

Southern California Edison Company (SCE) hereby submits for filing this supplement to
Advice 3626-E as requested by the California Public Utilities Commission’s (CPUC or
Commission) Energy Division. The revised tariff sheets are listed on Attachment A and
are attached hereto.
PURPOSE
The purpose of this advice letter is to supplement SCE’s Advice 3626-E filed on June
30, 2017, which included proposed modifications to SCE’s Schedule NEM, Schedule
NEM-ST, and Form 14-937 in order to streamline the automated billing process for NEM
Aggregation (NEM-A) customers by implementing mandatory monthly billing. The
changes herein are made in accordance with General Order (GO) 96-B, General Rule
7.5.1, which authorizes utilities to make additional changes to an advice letter through
the filing of a supplemental advice letter. This advice filing supplements in part and will
not change the integrity of the original Advice 3626-E, except as described herein.
BACKGROUND
On June 30, 2017, SCE filed Advice 3626-E with proposed modifications to SCE’s
Schedule NEM, Schedule NEM-ST and Form 14-937 in order to streamline the
automated billing process for NEM-A customers by implementing mandatory monthly
billing. The proposed changes were limited to (1) adding language to include NEM-A
customers to the mandatory billing requirement in Special Condition 3.d of Schedule
NEM as well as Special Condition 4.b of Schedule NEM-ST, (2) adding the monthly
billing provision for NEM-A customers in Special Condition 5 of Schedule NEM as well

ADVICE 3626-E-A (U 338-E) -2- August 2, 2017 as Special Condition 5 of NEM-ST, and (3) modifying Form 14-937 to add the required monthly billing statement to Footnote 4. Only July 26, 2017, the Energy Division suspended Advice 3626-E for further review. After discussion with the Energy Division, SCE agreed to supplement Advice 3626-E as described below. SUPPLEMENTAL PROPOSED TARIFF CHANGES Pursuant to the discussion with Energy Division, SCE proposes to further modify Schedule NEM and Schedule NEM-ST by adding the following underlined language to its tariffs. Modifications to Schedule NEM Special Condition 3.d SCE proposes to include NEM-A customers to the mandatory billing requirement as follows: “For all Customers who do not meet the definition of a Residential or Small Commercial Customer, and for those customers participating in NEM Aggregation, it is mandatory to pay all applicable charges, both energy and nonenergy related, on a monthly basis, in accordance with the Customer’s OAT.” Modifications to Schedule NEM-ST Special Condition 4.b SCE proposes to include NEM-A customers to the mandatory billing requirement as follows: “…For all Customers who do not meet the definition of a Residential or Small Commercial Customer, and for those customers participating in NEM Aggregation, it is mandatory to pay all applicable charges, both energy and nonenergy related, on a monthly basis, in accordance with the Customer’s OAT. This is referred to as the Monthly Billing Option (MBO), and is the only billing option available to Customers who do not meet the definition of a Residential or Small Commercial Customer or those participating in NEM Aggregation.” No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule.

ADVICE 3626-E-A (U 338-E) -3- August 2, 2017 TIER DESIGNATION Pursuant to GO 96-B, Energy Industry Rule 5.2, this advice letter is submitted with a Tier 2 designation, which is the same tier designation as the original advice letter. PROTESTS SCE asks that the Commission, pursuant to GO 96-B, General Rule 7.5.1, maintain the original protest and comment period designated in Advice 3626-E and not reopen the protest period. The additional information included in this supplemental advice letter do not make substantive changes that would affect the overall evaluation of the original filing. EFFECTIVE DATE Pursuant to GO 96-B, General Rule 7.5.1, this filing does not delay the effective date of the advice letter, which is July 30, 2017. SCE shall provide all Customers served under this Schedule with net energy consumption information and/or net energy export information with each monthly bill. For CCA Service Customers, the CCA is responsible for providing SCE the billing CCA generation charges or credits applicable to NEM CCA Service Customers. For DA Customers served under the Consolidated SCE Billing option, as defined in SCE’s Rule 22, the ESP is responsible for providing SCE the generation-related energy charges or credits applicable to those DA Customers. b. For all Customers served under this Schedule, all applicable Monthly Customer Charges, Minimum Charges, Demand Charges, and/or other non-energy related charges, excluding any adjustments due to power factor provisions, as defined in the Customer’s OAT, shall apply, when applicable, regardless of the Customer’s monthly net energy consumption or export. c. For all Customers who meet the definition of a Residential or Small Commercial Customer (as defined in SCE’s Rule 1), the monthly valued energy related charges and credits are accumulated until the end of a Relevant Period. However, upon a Customer’s request, SCE shall permit a Residential or Small Commercial Customer to pay all applicable energy charges monthly. The request must be made by the Customer upon initiation of service under this Schedule or upon written notice to SCE no later than thirty (30) days prior to the end of a Relevant Period, whichever applies. d. For all Customers who do not meet the definition of a Residential or Small Commercial Customer, and for those customers participating in NEM Aggregation it is mandatory to pay all applicable charges, both energy and non-energy related, on a monthly basis, in accordance with the Customer’s OAT. e. For all Customers who meet the definition of a Residential or Small Commercial Customer, the monthly bills shall show the accrued energy charges owed to SCE, or accrued energy credits for net energy exported, whichever applies, until the end of a Relevant Period. f. For all Customers served under this Schedule, the value of energy credits will be used to offset other time or TOU periods’ and/or subsequent billing periods’ energy related charges when they exist. However, at no time will energy credits be applied towards any non-energy related charges, and such credits cannot be carried over to a new Relevant Period except as provided in Special Condition 3.h.3. g. (T) For DA and CCA Service Customers, SCE will provide the applicable Delivery Service and CRS charges or credits, and the Customer’s ESP or Community Choice Aggregator is responsible for providing the applicable generation charges or credits. SCE will provide all Customers with net energy consumption information and/or net generation information with each monthly bill, on which the Customer’s monthly NEM energy charges and credits that are subject to true-up are billed – regardless of whether the customer is responsible for paying these charges on a monthly or annual basis (see Special Condition 4.b below). b. For all Customers who meet the definition of a Residential or Small Commercial Customer, the monthly valued (in $) NEM energy-related charges and credits are accumulated until the end of a Relevant Period. This is referred to as the Annual Billing Option (ABO), and is the default billing option for Residential and Small Commercial Customers. However, upon a Customer’s request, SCE shall permit a Residential or Small Commercial Customer to be billed pursuant to the MBO described below. The request must be made by the Customer upon initiation of service under this Schedule or upon written notice to SCE using Form 16-345 no later than thirty (30) days prior to the end of a Relevant Period, whichever applies. For all Customers who do not meet the definition of a Residential or Small Commercial Customer, and for those customers participating in NEM Aggregation, it is mandatory to pay all applicable charges, both energy and non-energy related, on a monthly basis, in accordance with the Customer’s OAT. This is referred to as the Monthly Billing Option (MBO), and is the only billing option available to Customers who do not meet the definition of a Residential or Small Commercial Customer or those participating in NEM Aggregation. c. (T) (T) For all Customers served under this Schedule, the value (in $) of NEM energy credits will be used to offset other TOU periods’ and/or other billing periods’ NEM energy related charges (in $) when they exist. However, at no time will NEM energy credits (in $) be applied towards any NBCs and/or non-energy related charges, and such NEM credits (in $) cannot be carried over to a new Relevant Period. d. The energy charges and credits for Customers utilizing NEM-Paired Storage Systems are billed in accordance with the provisions of Special Condition 6 below.
