131-D, for the Construction of the Vaca-Vacaville-JamesonNorth Tower 115 kV Maintenance Project in the Cities of
Vacaville, Fairfield, Vallejo and Benicia, County of Solano

Pacific Gas and Electric Company (“PG&E” or “the Company”) hereby submits
notice pursuant to General Order (G.O.) 131-D, Section XI, Subsection B.4, of
the construction of facilities that are exempt from a Permit to Construct.
Purpose
This advice letter provides a copy of the Notice of Proposed Construction
(Attachment I) and the Notice Distribution List, which comply with the noticing
requirements found in G.O. 131-D, Section XI.
Background
To comply with CPUC General Order 95 minimum ground-to-conductor
clearance requirements and eliminate wire over-tensioning, PG&E is proposing
to replace or adjust wires and modify existing structures on approximately 22
miles of double-circuit power lines in the cities of Vacaville, Fairfield, Vallejo,
Benicia, and in unincorporated Solano County. The project is located in three
segments along the existing alignment and affects three circuits installed on the
same structures: the Vaca-Vacaville-Jameson-North Tower 115 Kilovolt (kV)
Power Line, the Vaca-Vacaville-Cordelia 115 kV Power Line, and the Ignacio
Mare Island No. 2 115 kV Power Line. The first segment begins in a large
existing utility corridor in the City of Vacaville located approximately 400 feet
northeast of the intersection of Pine Bluff Way and Rolling Sage Circle, and
continues west and southwest for approximately 6 miles through undeveloped
lands and residential areas in the City of Vacaville and unincorporated Solano
County. Along this segment, PG&E will adjust or replace existing wires and
insulators and raise approximately 12 towers by approximately 10 feet to 15 feet.

Advice No. 5120-E -2- August 2, 2017 Located in the City of Fairfield, the second segment begins just north of Soda Springs Road approximately 1 mile west of Interstate 80, and continues southwest for approximately 12 miles through undeveloped land and residential areas to end approximately 1 mile southwest of Interstate 680 and the Gold Hill Road on- and off-ramps. Along this segment, PG&E will replace the existing wires and insulators and raise approximately 17 towers by approximately 10 feet. One additional tower will be raised approximately 25 feet to clear an adjacent low-voltage line and maintain compliance with CPUC General Order 95 minimum ground-to-conductor clearance requirements. The third segment begins in the City of Vallejo, approximately 1,800 feet northeast the intersection of Lake Herman Road and Columbus Parkway, and continues southwest for approximately 4 miles to end just north of PG&E’s North Tower Substation in the City of Benicia and adjacent to Benicia State Recreation Area. Along this segment, PG&E will replace the existing wires and insulators and raise approximately three towers by approximately 10 feet. PG&E will also replace one existing approximately 60-foot-tall wood pole in a parking lot with an approximately 80-foot-tall tubular steel pole for increased strength. Along all three segments, PG&E will reinforce tower foundations and make minor modifications to existing structures as needed. Helicopters will be used to facilitate construction and minimize ground disturbance. The project will span over and avoid Ulatis Creek, Alamo Creek, Suisun Creek, Cordelia Slough, and Putah South Canal, and will avoid any wetlands or other waters. Construction is tentatively scheduled to begin in winter 2018, or as soon as practicable after project approval. Construction will be completed in fall 2018, or as soon as possible after construction begins. CPUC General Order 131-D, Section III, Subsection B.1, exempts projects meeting specific conditions from the CPUC’s requirement to file an application requesting authority to construct. The Company believes this project qualifies for the following exemption(s), g. “power line facilities or substations to be located in an existing franchise, road-widening setback easement, or public utility easement; or in a utility corridor designated, precisely mapped and officially adopted pursuant to law by federal, state, or local agencies for which a final Negative Declaration or EIR [Environmental Impact Report] finds no significant unavoidable environmental impacts.” This filing will not cause the withdrawal of service, or conflict with any other rate schedule or rule.
