Advice No. 5176 -2- August 10, 2017 6:00 p.m. on August 3, 2017. The emergency curtailment of service ended at 10:00 p.m. on August 3, 2017. A pipeline integrity inspection on a natural gas transmission line in the community of Devore revealed a condition that needed immediate attention. The condition is not a natural gas leak, and does not present a hazard to public safety or the environment. For safety purposes, SoCalGas reduced the pressure in the line to allow for inspection and the completion of any necessary remediation work. SoCalGas issued a system-wide Curtailment Watch effective 3:00 p.m. on August 3, 2017, and posted a maintenance outage including a capacity reduction on its Electronic Bulletin Board, ENVOY. The Curtailment Watch remained in effect during and after the emergency curtailment, and was ultimately lifted at 10:00 a.m. on August 7, 2017. The affected customers were electric generator customers located in the North LA Basin, South LA Basin, Northern, and Southern System-West of Moreno Local Service Zones, which are defined in SoCalGas’ tariff maps, Boundary Index Map of Local Service Zones and Territorial Boundary Lines of Local Service Zones. A list of the affected customers is provided in Attachment A. B. Compliance with SoCalGas’ Tariffs This curtailment was instituted in accordance with Section E of Rule No. 30, Interruption of Service and Section E of Rule No. 23, Curtailment Due to Emergency Conditions. Each affected noncore customer was provided a Maximum Allowed Usage during the length of the curtailment. C. Efforts by SoCalGas to Minimize or Alleviate the Curtailment SoCalGas notified the affected customers of the curtailment of service through their Account Manager and via our Envoy electronic bulletin board. Notices were posted on Envoy on August 3, 2017 and August 7, 2017.2 Confidentiality Due to the confidential nature of the information in Attachment A, a declaration requesting confidential treatment is included. The List of the Affected Customers in Attachment A is only being provided to Energy Division under the confidentiality provisions of General Order (GO) 66-C, Section 583 of the Public Utilities Code, and D.16-08-024.
