Modifications to Schedule LS-2 and Schedule LS-3

SUBJECT:

Southern California Edison Company (SCE) hereby submits for filing the following
changes to its tariffs. The revised tariff sheets are listed on Attachment A and are
attached hereto.
PURPOSE
The purpose of this advice filing is to propose modifications Schedule LS-2 Lighting Street And Highway Customer-Owned Installation - Unmetered Service, Special
Condition 1, Ownership of Facilities, and to add clarifying language to Special Condition
7, Modification of Facilities. Additionally, consistent with said modifications, Schedule
LS-3, Lighting - Street And Highway Customer-Owned Installation - Metered Service,
Special Condition 3, Ownership of Facilities and Special Condition 8, Modification of
Facilities will be similarly updated.
BACKGROUND
On September 24, 1981, pursuant to Ordering Paragraph (OP) 19 of Decision 92549,1
SCE filed Advice 574-E that included proposed changes to improve its street and area
lighting tariffs to correct inconsistencies within and between the street lighting schedules
and modify the text of the Special Conditions to provide greater clarity of intent and
practice.
The tariff language within Special Condition 1 of Schedule LS-2 and Special Condition 3
of Schedule LS-3 was added based on the following reasons provided in Advice 574-E:
“Encourage the use of the more energy efficient multiple installations when installing
or converting a series street lighting system to a sodium light source, by adding to

ADVICE 3668-E (U 338-E) -2- October 6, 2017 Special Condition No. 1 of the present Schedule No. LS-2 (proposed Schedule Nos. LS-2 and LS-3) the requirements that: • New or modified installations normally shall be multiple installations, and • If the customer installs a new or modified series sodium system, he shall furnish any required additional constant current transformer capacity. • For existing series circuits, Edison will continue to furnish and maintain the constant current transformer. Series circuits require a constant current regulating output (RO) transformer which maintains a constant 6.6 ampere output regardless of the kVA load. Because mercury vapor and sodium vapor lamps require a high starting voltage, starting capacity must be provided in the transformer which is not usable after all the lamps are started. For this reason, Edison wishes to discourage the use of these transformers.”2 On October 25, 1981, Advice 574-E was approved and the following language for Special Condition 1.d. of Schedule LS-2 (proposed Schedule Nos. LS-2 and LS-3) was made effective: “d. For new or modified series installations requiring a new constant current regulating transformer, the customer shall furnish and maintain the transformer; and service will be delivered at the primary side of the transformer.” Recently, with the advancement of energy efficient street light technology, SCE is receiving requests from customers to convert their customer-owned Series Service3 street light systems to new Multiple Service4 LED street light systems. However, the result of modifying the existing street lights on the Series Service system to a new Multiple Service LED street light system causes a decrease in load on the existing constant current RO transformer5 which feeds the existing Series Service system. The RO transformers have minimum and maximum load requirements so a significant decrease in the load may cause the existing RO transformer to fail each time a set of street lights are removed from an existing Series Service system. If SCE is not provided advance notice of the streetlight removal, the existing RO transformer may fail due to reduction of electrical load and cause a public safety concern. In order to avoid street light system failures, SCE must be notified in advance of the Series Service system modifications to determine if the removal of the street lights will require modifications to 2 3 4 5 Page 3 of Advice 574-E. Series service is street lighting service provided through a series circuit or system. Series circuits are only used in street lighting systems, and are served via a RO transformer also referred to as a constant current transformer. Multiple service is street lighting service provided through a multiple circuit or system. A multiple system is a constant low voltage system (750 volts and below) used for street lighting. All multiple service street lighting facilities are wired in parallel and operate at the same voltage, normally 120 volts. However, some systems may be 240 or 480 volts. Existing RO transformers are SCE-owned and maintained.

ADVICE 3668-E (U 338-E) -3- October 6, 2017 the existing RO transformer that services the customer-owned Series Service street light system. If in the opinion of SCE, it’s practical to continue to supply Series service, SCE will make the necessary modifications to the RO transformer. DISCUSSION SCE’s original intent of adding Special Condition 1, Ownership of Facilities in 1981 was to discourage the continued use of RO transformers for new or modified mercury or sodium vapor street light installations, and encourage the transition to more efficient multiple street light circuit installations that do not require the use of an RO transformer. SCE has not enforced Special Condition 1.d. in the past, however with more customers converting Schedule LS-2 Series Service systems to Multiple Service LED street light systems, SCE is requesting to make changes to update and clarify the conversion process in order to avoid street light system failures. As such, SCE is submitting this filing to request changes to Schedule LS-2 Special Conditions 1 and 7, and Schedule LS-3 Special Conditions 3 and 8 to reflect that: • Schedules LS-2 and LS-3 are closed to new Series Service Installations. o Series street light systems were the first type of lighting systems constructed, installed or maintained by SCE since the late 1800’s. The availability of RO transformers for Series Service systems is now very limited due to this type of street light system being obsolete. • For modified Series Service installations the customer shall notify SCE 45 days in advance of modifying their existing Series Service street light system, served by a SCE-owned RO transformer, and agree to pay in advance of the modification the cost to modify the size of the RO transformer. SCE will continue to own and maintain the new RO transformer. o Consistent with SCE’s Rule 3.C., Change in Customer’s Equipment or Operations, “[t]he customer shall give SCE a written notice of the extent and nature of any material change in the size, character, or extent of the utilizing equipment or operations for which SCE is supplying electric service before making any such change.” o SCE has safety concerns regarding customers furnishing and maintaining their own RO transformers located on SCE-owned facilities. The RO transformers are served by Primary Voltage (4 kV to 16 kV) and many of the RO transformers are located in SCE vaults or within SCE substations. Additionally, specialized training is required to perform work or maintenance on energized Series Service equipment. Therefore, SCE’s preferred company practice is to continue to own and maintain the new RO transformer to ensure customer safety. If it’s practical to continue to supply series service, the customer would only be responsible for the cost of the labor and new RO transformer for the modified Series installation.

ADVICE 3668-E (U 338-E) • -4- October 6, 2017 Where SCE determines modifications of SCE owned facilities are necessary (including repair and/or replacement or RO transformers), as a result of the customer’s failure to notify SCE in advance, SCE will either restore or modify the system to serve the street light load, and the customer shall pay SCE the cost of said modifications. In the event the customer makes changes (i.e., removes street lights) to the street light system without notifying SCE and these modifications cause SCE owned equipment to fail, the customer would either be responsible for (1) restoring the system to its previous condition and paying for any damage to existing equipment, or (2) paying for the cost of any resulting SCE modification(s). Proposed Tariff Changes As discussed above, this advice filing proposes modifications to: • • • • Schedule LS-2, Special Condition 1- close this Schedule to new Series Service installations and to remove language that states the customer shall furnish and maintain the RO transformer. Schedule LS-2, Special Condition 7- provide clarity on SCE’s practice on Modification to Facilities. Schedule LS-3, Special Condition 3- close this Schedule to new Series Service installations and to remove language that states the customer shall furnish and maintain the RO transformer. Schedule LS-3 Special Condition 8- provide clarity on SCE’s practice on Modification to Facilities. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.2, this Advice Letter is submitted with a Tier 2 designation. Switching Facilities: The customer shall furnish, maintain, and operate switching facilities. 6. Removal of Equipment: Where street lighting service and facilities were ordered removed by a customer and such service and facilities, or their equivalent are ordered reinstalled within 36 months from the date of the order to remove, the customer shall pay to SCE in advance of reinstallation a nonrefundable amount equal to the cost of removal of the prior facilities and the estimated cost of such reinstallation. Optional Relamp Service: Closed to all new installations. Optional relamp service will be provided at the request of the customer. The charges thereunder shall be in addition to any other applicable charges. After the original lamp installation, relamp service will be furnished by SCE as soon as practicable after notification by the customer. Relamp service is provided only for the high pressure sodium vapor lamps listed on this Schedule for which charges are shown. At the time of relamping, SCE will clean the refractor, or install replacement refractors furnished by the customer, as required. This service will be provided only where, in the opinion of SCE, no undue hazard or expense will result because of location, mounting height, or other reason. 8. Modification of Facilities: Where the customer provides SCE a 45-day advance notice of modifications to the customer-owned street light facilities that result in modifications or replacement of SCE-owned facilities, and such modifications are acceptable to SCE, SCE will perform the requested modifications, provided the customer agrees to pay the cost of said modifications. Where advance notice is not given to SCE and modifications of customer-owned street light facilities result in SCE having to modify its facilities, the customer will either (1) return customer’s facilities to their previous conditions and pay for any resulting damage to SCE facilities or (2) pay the resulting cost to SCE for having to modify or replace SCE facilities as a result of customer modifications. 9. Energy Curtailment Service: Where the customer requests the installation and/or removal of equipment in order to curtail energy requirements, and such request is acceptable to SCE, SCE will comply with such request provided the customer first agrees to pay to SCE the estimated cost installed of any additional equipment required and/or the removal cost of any equipment currently installed. Such payments will not be refunded and shall be paid in advance or in installments acceptable to SCE over a period not to exceed three years. Facilities installed in connection with such requests become and remain the sole property of SCE. 10. Voltage Discount: Bundled Service, CCA Service, and Direct Access customers will have the Distribution rate component of the applicable Delivery Service charges reduced by the corresponding Voltage Discount amount for service metered and delivered at the applicable voltage level as shown in the RATES section above. In addition, Bundled Service Customers will have the Utility Generation (UG) rate component of the applicable Generation charges reduced by the corresponding Voltage Discount amount for service metered and delivered at the applicable voltage level as shown in the RATES section. 12. Metering Requirements: A meter capable of recording interval usage data in 15-minute intervals is required for receiving service under Option B of this Schedule.
