SUBJECT:

ESTABLISHMENT OF A SOLAR ON MULTIFAMILY AFFORDABLE HOUSING
BALANCING ACCOUNT (SOMAHBA) PURSUANT TO DECISION 17-12-022

San Diego Gas & Electric Company (SDG&E) hereby submits this filing for approval to the
California Public Utilities Commission (Commission) an addition to its electric tariffs as shown in
Attachment A.
PURPOSE
Pursuant to Ordering Paragraph (OP) 2 of Commission Decision (D.) 17-12-022 – Decision
Adopting Implementation Framework for Assembly Bill (AB) 693 and Creating the Solar on
Multifamily Affordable Housing (SOMAH) program effective on December 14, 2017, this filing
establishes SOMAHBA, a balancing account to record its authorized funding for the SOMAH
program.
BACKGROUND
AB 693 created an incentive program to encourage the installation of solar energy systems to
serve multifamily affordable housing with funding available for up to 10 years, between 2016
and 2026. The purpose of this program is to make solar energy, and the bill savings from on-site
solar generation, available to low-income ratepayers throughout California. By subsidizing the
costs of solar generation on certain types of multifamily affordable housing and allocating net
energy metering (NEM) tariff credits associated with the system’s generation to tenants and
common areas of the property, AB 693 established the program to provide bill savings to lowincome households that would otherwise be unable to benefit from on-site solar generation.
DISCUSSION
The establishment of the SOMAHBA will record SDG&E’s authorized funding for the SOMAH
program, including the initial costs of fielding a Request for Approval (RFP), as well as the costs
of utility administrative activates, contributions to Program Administrator (PA) administrative
budgets, and incentive payments. Unencumbered funds at the end of the program year will be
carried over to future years.

N N Purpose N The purpose of the Solar on Multifamily Affordable Housing (SOMAH) Balancing Account (SOMAHBA) is to record SDG&E’s authorized funding for the SOMAH program as well as the initial costs of fielding a Request for Approval (RFP), the costs of utility administrative activities, contributions to Program Administrator (PA) administrative budgets, and incentive payments pursuant to D.17-12-022. 2. Applicability The SOMAHBA shall apply to all customer classes except for those specifically excluded by the Commission 3. Rates The SOMAHBA does not have a rate component. D. 17-12-014 directs SDG&E to set aside a portion of GHG allowance revenues to fund the SOMAH program before calculating the GHG returns to the customers. 4. Accounting Procedure The following entries shall be made to the subaccount each month, as applicable: a) A credit entry equal to GHG allowance revenues transferred from the GHG Revenue Balancing account (GHGRBA) authorized to be set aside for the SOMAH program funding; b) A debit entry equal to the initial costs of fielding a Request for Approval (RFP), costs of utility administrative activities, contributions to Program Administrator (PA) administrative budgets, and incentive payments; c) An entry to record the transfer of amounts to or from other accounts as approved by the Commission, and d) An entry equal to the interest on the average of the balance in this account at the beginning of the month and the balance in this account after the above entries at a rate equal to one-twelfth the interest rate on three month Commercial paper for the previous month, as reported in the Federal Reserve Statistical Release, H.15, or its successor. 5. Disposition The balance in the SOMAHBA shall be carried over to future years. Final determination should be subject to a Tier 3 Advice Letter or another proceeding determined by the Commission.
