MEMORANDUM ACCOUNT (IRPCMA) PURSUANT TO DECISION (D.) 18-02018

San Diego Gas & Electric Company (SDG&E) hereby submits this filing to the California Public
Utilities Commission (Commission) for approval the following additions to its electric tariffs as
shown in enclosed Attachment A.
PURPOSE
In compliance with Ordering Paragraph (OP) 19 of Decision (D.) 18-02-018, this filing
establishes the Integrated Resource Plan Costs Memorandum Account (IRPCMA).
DISCUSSION
On February 8, 2018, the Commission issued D.18-02-018 authorizing SDG&E to establish the
IRPCMA. The purpose of the IRPCMA is to record SDG&E’s portion of Commission-approved
technical support and consulting costs approved by the Commission’s Executive Director to
advise the Commission, its staff, and the assigned Administrative Law Judge on technical
issues related to Rulemaking (R.) 16-02-007.
Beginning with the 2017-18 fiscal year, the Commission may authorize expenditures of up to,
but no more than, $3 million annually for up to six years, for a total budget not to exceed $18
million. The maximum nominal value of a single contract shall not exceed $18 million. Costs
shall be allocated to SDG&E on a proportional basis in relationship to its projected 2030
distribution load share as reported in SDG&E’s most recent Integrated Resource Plan approved
by the Commission.
Further, the Commission authorized SDG&E to record costs when paid, for later recovery via
distribution rates. Therefore, SDG&E requests that the IRPCMA balance be transferred on an
annual basis to the Electric Distribution Fixed Cost Account (EDFCA) for recovery in rates.
EFFECTIVE DATE
SDG&E believes this filing is subject to Energy Division disposition and should be classified as
Tier 2 (effective after staff approval) pursuant to GO 96-B. SDG&E respectfully requests that
this filing become effective on April 11, 2018, which is 30 days from the date of this filing.

MEMORANDUM ACCOUNTS INTEGRATED RESOURCE PLAN COSTS MEMORANDUM ACCOUNT (IRPCMA) 1. N Purpose: N The purpose of the IRPCMA, authorized in Decision (D.) 18-02-018, is to record SDG&E’s portion of Commission-approved technical support and consulting costs approved by the Commission’s Executive Director to advise the Commission, its staff, and the assigned Administrative Law Judge on technical issues related to Rulemaking (R.) 16-02-007. Total consultant(s) costs, not to exceed $18 million, shall be allocated to SDG&E on the basis of proportion of projected 2030 distribution load share as reported in the most recent Integrated Resource Plan approved by the Commission. 2. Applicability: The IRPCMA shall apply to all customers. 3. Rates The IRPCMA will be applied to the electric distribution rate. See Disposition section below. 4. Accounting Procedures SDG&E shall maintain the IRCPMA by making entries at the end of each month as follows: a) A debit entry equal to SDG&E’s payment of Commission-approved invoices related to technical assistance costs incurred by the Commission. b) An entry to reflect any transfer to or from other regulatory accounts as authorized by the Commission c) A debit entry equal to the interest on the average of the balance at the beginning of the month and the balance after the entries above, at a rate equal to one-twelfth the interest rate on three-month Commercial Paper for the previous month, as reported in the Federal Reserve Statistical Release, H.15 or its successor. 5. Disposition The balance in the IRPCMA will be transferred on an annual basis to the Electric Distribution Fixed Cost Account (EDFCA) for recovery in rates. The transfer will be reflected in the EDFCA balance addressed in SDG&E’s Annual Electric Regulatory Account Update filing. Issued by 1P10 Advice Ltr.
