Establishment of the Power Charge Indifference Adjustment
Memorandum Account Pursuant to Decision 18-07-009

SUBJECT:

In compliance with the California Public Utilities Commission (Commission) Decision
(D.) 18-07-009, Southern California Edison Company (SCE) hereby submits the
following changes to its tariffs. The revised tariffs are listed on Attachment A and are
attached hereto.
PURPOSE
Pursuant to Ordering Paragraph (OP) 6 of D. 18-07-009, SCE submits this advice letter
to establish Preliminary Statement Part N.18, the Power Charge Indifference
Adjustment Memorandum Account (PCIAMA). SCE will record and track in the PCIAMA
the costs associated with the education and outreach effort for California Alternate
Rates for Energy (CARE) and Medical Baseline (MB) program customers impacted by
the elimination of the exemption from paying the PCIA.
BACKGROUND
On June 19, 2003 the Commission issued Resolution E-3813, which established an
exemption from the PCIA for departing load CARE and MB customers to shield those
customers from the 2000-2001 Energy Crisis-related costs. Although these Energy
Crisis-related costs have not been a part of SCE’s portfolio since 2011, prior to
D.18-07-009, CARE and MB customers of Community Choice Aggregators (CCAs) and
Electric Service Providers (ESPs) in SCE’s service territory continued to be exempt
from paying the PCIA. As a result, while bundled service CARE and MB customers do
pay for the costs reflected in the PCIA, departing load CARE and MB customers that
receive the exemptions do not.
On June 29, 2017 the Commission opened an Order Instituting Rulemaking (OIR or
Rulemaking) to review the current PCIA.1 On September 25, 2017 a Scoping Memo and
Ruling of Assigned Commissioner Peterman, established the PCIA OIR Track 1 to

ADVICE 3843-E (U 338-E) -2- August 9, 2018 address issues regarding the elimination of the PCIA exemption for departing load CARE and MB customers in SCE’s and San Diego Gas & Electric Company’s (SDG&E) service territories and departing load MB customers in Pacific Gas & Electric Company’s (PG&E) service territory. On July 12, 2018, the Commission issued D.18-07-009, which approved the elimination of the PCIA exemption for CARE and MB customers in SCE’s and SDG&E’s service territories.2 Pursuant to OP 5 of D.18-07-009, SCE and SDG&E shall initiate and jointly fund a collaborative effort with stakeholders and policymakers to implement an appropriate outreach plan to provide effective notice and education to customers who will be impacted by the elimination of the PCIA exemption. This outreach plan should include educating impacted customers about other payment plans or options, if any, offered by the utility for departing load CARE and MB customers. Pursuant to OP 6 of D.18-07-009, SCE shall submit a Tier 1 Advice Letter within 30 days of the effective date of the decision, establishing a memorandum account to record and track its share of the costs associated with the outreach effort. PROPOSED TARIFF CHANGES As discussed above, and in accordance with OP 6 of D.18-07-009, this advice letter establishes Preliminary Statement Part N.18, Power Charge Indifference Adjustment Memorandum Account (PCIAMA), to record the costs associated with the education and outreach effort for CARE and MB program customers impacted by the elimination of the exemption from paying the PCIA. In SCE’s annual Energy Resource Recovery Account Review (ERRA) proceedings (filed each April), SCE will seek recovery of the balance in the PCIAMA and include the recorded operation of the PCIAMA for Commission review of the recorded amounts to ensure that the entries made in the PCIAMA are stated correctly and are consistent with Commission decision(s). No cost information is required for this advice letter. This advice letter will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.1 and OP 6 of D.18-07-009, this advice letter is submitted with a Tier 1 designation.
