Draft of Automated Notification and Telephone Script per Decision 1809-044, Ordering Paragraph 5

Purpose
Pursuant to Ordering Paragraph (OP) 5 of Decision (D.)18-09-044 Pacific Gas and
Electric Company (PG&E) submits this Tier 1 advice letter (AL) to present a draft
notification of availability of a solar information packet to customers who authorize third
party access to their usage data.
Background
On September 27, 2018, the California Public Utilities Commission (CPUC or
Commission) approved D.18-09-044, Adopting Net Energy Metering Consumer
Protection Measures Including Solar Information Packet. OP 5 requires the Investor
Owned Utilities (IOUs) to “provide notification of the information packet and potential
eligibility for low-income solar programs when customers authorize access to their energy
usage data via Green Button Connect.” The IOUs are also required to file a Tier 1 advice
letter “to present a draft of the automated notification and telephone script, as applicable,
that they would provide to customers who elect to share their energy usage data with an
energy service provider via Green Button Connect or telephonically.”
Discussion
Share My Data (SMD) is a PG&E version of Green Button Connect, a data sharing
standard which allows utility customers to automate the secure transfer of their own
energy usage data to authorized third parties. The platform is based on affirmative (optin) customer consent, and under the existing authorization process, PG&E sends an email
notification to the email registered with the “My Account” profile to confirm that an
authorization request has been completed.

Advice 5421-E -2- November 2, 2018 In Attachments A and B to this AL, PG&E presents a draft of the notification to be sent by email once a third party has been authorized to access customer usage data through Share My Data. Attachment A shows the notification that would be sent for authorizations performed online, and Attachment B shows the notification that would be sent for authorizations made through PG&E’s processing of a paper authorization form. PG&E’s proposed language shown in paragraphs 4, 5 and 6 of Attachment A and paragraphs 3, 4, and 5 of Attachment B directs the email recipient to PG&E’s online resources that help customers make more informed solar purchase decisions, and links the recipient to the CPUC’s Consumer Solar Information Packet (which will be updated once a final name and location for the Information Packet is established by the CPUC). To help low-income customers and property owners understand eligibility for low-income solar incentives, paragraph 7 of Attachment A and paragraph 6 of Attachment B provide links to the Single-family Affordable Solar Homes (SASH) and the Multifamily Affordable Solar Housing (MASH) programs. Once the Solar on Multifamily Affordable Housing (SOMAH) is operational, PG&E will add a link for this program to the notification. PG&E does not present a telephone script version of the notification in this filing, as PG&E does not allow authorization of third party access to customer usage data by phone, only through online or paper authorization forms. PG&E may need to modify the other elements of the notification in the future to respond to customer needs or regulatory directives related to the authorization of data sharing. PG&E proposes that changes to the Share My Data notification templates that are not related to the directives from OP 5 of D.18-09-044 be made without an advice filing unless an advice filing is required by a future regulatory directive.
