Allocation of Energy Storage Credit for Self-Generation
Incentive Program Funded Energy Storage Projects Pursuant
to Decision 16-01-032

Introduction and Background

This advice letter complies with California Public Utilities Commission (Commission)
decisions regarding the manner in which energy storage projects receiving funding
from the Self Generation Incentive Program (SGIP) will count toward various load
serving entities’ energy storage procurement targets.
Energy Storage procurement targets were first established for Investor Owned
Utilities (IOUs), Community Choice Aggregators (CCAs), and Energy Service
Providers (ESPs) in Decision (D.)13-10-040, which provided that IOUs may count
SGIP projects in their service areas towards their respective targets.1
In D.16-01-032, the Commission modified the rules for SGIP projects and concluded
that “[f]or energy storage projects installed by customers of a CCA or ESP, credit for
the SGIP-funded energy storage projects should be split evenly between the
unbundled customers’ IOU and the CCA/ESP.”2
In D.16-09-007, the Commission clarified the rules established in D.16-01-032,
concluding that “[s]plitting energy storage credits between utilities and LSEs should
apply prospectively to SGIP projects online after D.16-01-032.”3 Additionally, the
Commission provided two additional requirements which are the subject of this
advice letter. First, the Commission required that “each utility must submit a Tier 1

ADVICE 3907-E (U 338-E) -2- December 3, 2018 Self-Generation Incentive Program-funded installations, and serve it on parties to the energy storage rulemaking (Rulemaking 15-03-011), or its successor.”4 Second, the Commission required that “Pacific Gas and Electric Company, Southern California Edison Company, and San Diego Gas & Electric Company must consult with the Commission’s Energy Division staff to develop the content and format for reporting the allocation of credits for Self-Generation Incentive Program-funded projects.”5 Representatives from Southern California Edison Company (SCE), Pacific Gas and Electric Company, and San Diego Gas & Electric Company conferred and agreed upon a proposal for report format and content, which SCE (on behalf of the IOUs) provided to Energy Division staff and which Energy Division Staff approved the report format via e-mail on October 28, 2016. Appendix A to this advice letter contains the breakout of SGIP installations in the format agreed upon by the IOUs and Energy Division staff. II. Subject of the Advice Letter Appendix A contains SCE’s required SGIP breakout for the current reporting period. Consistent with D.16-09-007, the initial report (submitted December 1, 2016) included projects online following the implementation of D.16-01-032, (which was effective on January 28, 2016) through November 30, 2016. This report includes projects that have come online since the last reported project in SCE’s previous Advice Letter (which was submitted June 1, 2018) through November 21, 2018. The report contains the following fields: • • • • • • 4 5 Application Code: Internal SCE number used to track projects. Payment Completed Date: Date in which incentives for the project were paid; this indicates the project is online. Rated Capacity: The capacity of the project in kilowatts (kW), used to determine credit toward meeting the energy storage procurement targets. Credits Owed to IOU: The total credit in kW that accrues to the IOU’s storage target. If the customer is a CCA/ESP customer, this value is equal to 50% of Rated Capacity; otherwise, 100% of Rated Capacity. Credits Owed to the Energy Service Provider if not IOU: The credit in kW that accrues to the CCA’s/ESP’s storage target. If the customer is a CCA/ESP customer, the value is equal to 50% of Rated Capacity; otherwise, this is not applicable.
