Amendment to the Current Areawide Public Utility Agreement
for Electric and Regulated Energy Management Services
Between Southern California Edison Company and the Federal
Government General Services Administration

SUBJECT:

Southern California Edison Company (SCE) hereby submits the following changes to its
tariffs. The revised tariff sheets are listed on Attachment A and are attached hereto.
PURPOSE
Pursuant to the California Public Utilities Commission (Commission or CPUC) General
Order (GO) 96-B, General Rule 9.2.3, SCE submits this advice letter to (1) amend the
current 10-year Areawide Public Utility Agreement for Electric and Regulated Energy
Management Services (Areawide Agreement) between SCE and the United States
Government General Services Administration (GSA), Contract No. GS-00P-09-BS0-066
and (2) update SCE’s List of Contracts and Deviations to reflect the extension of the
current Areawide Agreement to January 26, 2019. The amendment provides a 60-day
extension that would allow SCE and the GSA to finalize and execute a new 10-year
Areawide Agreement.
BACKGROUND
Under Federal Acquisition Regulations, Federal agencies are provided utility services
under an Areawide Agreement in cases where the value of services provided by the
contractor (i.e., the utility) exceeds $100,000 per year. In general, the Areawide
Agreement conforms to existing SCE rules. The Areawide Agreement also contains
provisions for such matters as advance payment for certain services, electronic billing,
and other matters. The Areawide Agreement establishes the basis for electric service
as well as government investment in demand-side management. The Areawide
Agreement also specifies the promotion of small businesses and requires the use of
competitively bid awards for sub-contractors who provide conservation services, among

ADVICE 3909-E (U 338-E) -2- December 4, 2018 other things. By pre-establishing conditions of service, the collaborative working relationship between SCE and the Federal Government is facilitated. The current Areawide Agreement between SCE and the GSA was executed on November 26, 2008. On December 8, 2009, the Commission approved SCE’s Advice 2381-E and 2381-E-A, which submitted the current 10-year Areawide Agreement and replaced the previous Areawide Agreement submitted with the Commission in Advice 1358-E.1 The current Areawide Agreement expired on November 26, 2018. However, SCE and the GSA are still in the process of finalizing the terms and conditions of the new 10-year Areawide Agreement. Accordingly, to allow SCE and the GSA to continue using the current Areawide Agreement while finalizing the new 10-year Areawide Agreement, SCE and the GSA executed an amendment to extend the current Areawide Agreement for an additional 60-days with an expiration date of January 26, 2019, see Attachment B. PROPOSED TARIFF CHANGES This advice letter updates SCE’s List of Contracts and Deviations to extend the current Areawide Agreement, Contract No. GS-00P-09-BS0-066, to January 26, 2019. No cost information is required for this advice letter. This advice letter will not increase any rate or change, cause the withdrawal of service or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to GO 96-B, Energy Industry Rule 5.3, this advice letter is submitted with a Tier 3 designation. EFFECTIVE DATE Pursuant to GO 96-B, General Rule 7.5.3, this advice letter is effective pending disposition. 1 The current Areawide Agreement was amended since its approval but the modifications made did not extend the expiration of the agreement. The amendment: (1) added Exhibit A, which specifies the location and terms of an application for, change in, or disconnection of electric service, and Exhibit B, which specified the type of energy management services to be received (See Advice 2490-E); and (2) allowed the National Park Service, United State Forest Service, and Veteran’s Administration to contract for state-regulated utility service under the Amended Areawide Agreement, consistent with federal laws (See Advice 2703-E).
