Advice 4054-G/5453-E
(Pacific Gas and Electric Company ID U 39 M)

Public Utilities Commission of the State of California
Subject:

Pacific Gas and Electric Company’s Residential Disconnections Goal
in Compliance with Decision (D.) 18-12-013

Purpose
Pursuant to Ordering Paragraph (OP) 1a of D.18-12-013, Pacific Gas and Electric
Company (PG&E) is submitting its residential disconnections goal of 293,475 for 2019.
Background
D.18-12-013 established interim rules to reduce residential customer disconnections for
larger California-jurisdictional energy utilities, including PG&E. To implement immediate
interim relief, the decision establishes an annual goal rather than a hard cap on
disconnections.
PG&E’s goal for 2019 is calculated using the guidance found in Appendix A of the
decision and ordering paragraph 1A: “To calculate the absolute number, the utilities
shall apply the 2017 disconnection percentages to their residential populations when
this decision goes into effect.”1

2019 Goal

The annual goal will be effective January 1, 2019 and will continue to apply for the
duration of Phase I of the proceeding or until further direction is provided by the
Commission in this proceeding.

D.18-12-013, p.30
The disconnections goal was calculated by multiplying PG&E’s residential customer population
as of the effective date of D.18-12-013, by PG&E’s 2017 disconnect percentage.
