Submission of BioRAM Contract Information Pursuant to
Resolution E-4977

INTRODUCTION

Pursuant to Resolution E-4977, Ordering Paragraph (OP) 1, Sections (d) and (e),
Southern California Edison Company (SCE) submits this Advice Letter providing the
California Public Utilities Commission (Commission or CPUC) with the required list of
SCE’s BioMass contracts and the required showing that it has contacted all of SCE’s
BioRAM facilities. As shown below, SCE has no contracts with other eligible biomass
facilities.
II.

BACKGROUND AND PURPOSE

Overview of Resolution E-4977
On September 21, 2019, Governor Brown signed Senate Bill 901 (SB 901) into law
which required, among other things, that SCE extended certain BioRAM contracts by 5
years and modify their terms.1 The portions of this bill relevant to the BioRAM contracts
are Section 25, which amended Pub. Util. Code § 399.20.3, and Section 43, which
added Pub. Util. Code § 8388. Resolution E-4977, issued on February 6, 2019,
implemented these portions of SB 901. Key provisions of Pub. Util. Code § 399.20.3
and Pub. Util. Code § 8388 were summarized in Resolution E-4977. On March 22,
2019, SCE sought a 60-day extension of time to comply with Resolution E-4977, OP 1,
Sections (a), (b), (c), (f), (g), and (h). On March 25, 2019, the Commission granted
SCE’s request. So, this Advice Letter only addresses the requirements of Resolution
E-4977, OP 1, Sections (d) and (e). Compliance with all other sections of Resolution
E-4977, OP 1, will be addressed in a later-submitted Tier 2 Advice Letter.

No cost information is required for this advice letter. This advice letter will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. IV. REQUEST FOR COMMISSION APPROVAL SCE requests that the Commission approve this Tier 2 Advice Letter by finding that the information provided is in compliance with Resolution E-4977 (d) and (e) within 30 days of the submitting of this Advice Letter. V. TIER DESIGNATION Pursuant to Resolution E-4977, OP 1, SCE submits this Advice Letter with a Tier 2 designation under General Order (GO) 96-B, Energy Industry Rule 5.2.
