(U 338-E)
PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA
ENERGY DIVISION
Energy Data Request Programs Quarterly Report for First
Quarter 2019 in Compliance with Decision 14-05-016

SUBJECT:

PURPOSE
In compliance with California Public Utilities Commission (Commission) Decision
(D.)14-05-016, Ordering Paragraph (OP) 9, Southern California Edison Company (SCE)
provides its Energy Data Request Programs (EDRP) quarterly data reports for First
Quarter 2019. The EDRP quarterly data reports for First Quarter 2019 are provided as
Attachment A and B and are attached hereto.
BACKGROUND
On May 5, 2014, the Commission issued D.14-05-016 adopting rules to provide access
to energy usage and usage-related data to eligible local government entities,
researchers, and state and federal agencies when such access is consistent with state
law and the Commission’s Privacy Rules. To facilitate this data access, D.14-05-016
adopted the Data Request & Release Process (DRRP) that SCE, Pacific Gas and
Electric Company, San Diego Gas & Electric Company, and Southern California Gas
Company (collectively referred to as the “investor-owned utilities” or “IOUs”) must follow
to receive and fulfill requests for data covered by D.14-05-016. OP 9 of D.14-05-016
directs the IOUs to submit a quarterly Tier 1 Advice Letter to amend its tariffs, publicly
note the transfer of information and update the Data Catalog. In this advice letter, SCE
is only reporting on the public transfer of information and the Data Catalog update. SCE
is not proposing any tariff change in this advice letter.

We are working on a plan to reduce greenhouse gas (GHG) emissions in Santa Barbara County, through our ECAP plan. One of our alternative measure could be to reduce GHG by working with the largest energy users in the county to cut their emissions. To do that we would need to know who they are and their usage. (Due to privacy safeguards pursuant to CPUC D.14-05-016, some requested data was omitted). The City of Claremont adopted its Sustainable City Plan in 2006, which outlined several goals, including the reduction of energy consumption. In accordance with the plan, we have published an Annual Sustainability Report Card every year since, which reports our progress (at the municipal as well as community levels) toward reaching the goals outlined in the plan. Data is presented in an aggregated fashion, as shown in the graph attached. I am trying to update our data to include the year 2014. (Due to privacy safeguards pursuant to CPUC D.14-05-016, some requested data was omitted). Data is requested for the preparation of a greenhouse gas (GHG) emissions inventory as part of a city climate action plan. A GHG emissions inventory includes emissions from energy sources such as electricity. The inventory will be for 2013, consistent with the City's General Plan baseline year. We request electricity data as detailed as possible for 2013. We request detailed electricity data by land use. The question that we are trying to figure out is how much electricity is used annually by SCE’s customers in the unincorporated areas of San Bernardino County, ideally by rate class, for the purpose of identifying existing energy use conditions. We would like data for the most recent year available, which is probably 2013, although if we can get multiple years of data that would be extremely helpful Energy consumption in the City of Chino Hills - 23 - Notes We are unable to provide customer specific information through this program to Local Governments without customer authorization.
