Billing Factors and the California Alternate Rates for Energy
Surcharge

SUBJECT:

Southern California Edison Company (SCE) hereby submit the following changes to its
gas tariffs applicable to Santa Catalina Island. The revised tariff sheets are listed on
Attachment A and are attached hereto.
PURPOSE
This advice letter revises SCE’s gas tariffs to reflect a decrease in the Santa Catalina
Island Gas Cost Adjustment Billing Factors (GCABFs) and the California Alternate
Rates for Energy (CARE) Surcharge component of base rates for non-CARE gas
customers.
The revised GCABFs are calculated in accordance with the procedures set forth in
Preliminary Statement Part G, Santa Catalina Island Gas Cost Adjustment Clause
(GCAC), of SCE’s gas tariffs as authorized by California Public Utilities Commission
(Commission) Decision (D.)82-04-010.
BACKGROUND
In D.82-04-010, Ordering Paragraph (OP) 2, the Commission authorized SCE to submit
GCAC by advice letters for every 6-month period, with March 1 and September 1 as the
regularly-scheduled revision dates. SCE’s GCABFs and CARE Surcharge were last
revised effective March 1, 2019, as submitted in Advice 223-G, dated January 30,
2019.1
The GCABFs established herein are based on the total GCAC revenue requirement
which reflects: 1) gas expense for the Forecast Period of September 1, 2019, through

Table I (attached) sets forth the calculation of the GCAC balancing account revenue requirement and the fuel revenue requirement. In addition, Schedule G-1-CARE is modified to reflect the revised CARE Surcharge. This advice letter allocates the revenue decrease to Domestic and General Service customers on a System Average Percentage Change (SAPC) basis. This is consistent with the allocation adopted by the Commission in SCE’s previous GCAC advice letters. The decrease in annualized revenues resulting from these changes in rates, based on the therms estimated to be sold during the Forecast Period, is as follows: 2 The GCABF rates, when combined with the base rates, are adjusted to maintain a total NonBaseline to Baseline rate ratio of 1.15:1.

See Tab 5 – Reference 8 of Fact Book. Table II (attached) sets forth the historical quantity and cost of propane to SCE for the 12 months ending June 2019, which includes transportation charges. The average price of propane is also shown by month and for the 12-month period. TIER DESIGNATION Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.1, this advice letter is submitted with a Tier 1 designation. EFFECTIVE DATE This rate change is requested to be effective for service rendered on and after September 1, 2019 pursuant to D.82-04-010. PUC Sheet No. 2174-G 2159-G Schedule G-1-CARE Sheet 1 SANTA CATALINA ISLAND CALIFORNIA ALTERNATE RATES FOR ENERGY (CARE) DOMESTIC SERVICE APPLICABILITY Applicable to domestic service to CARE households residing in a permanent single-family accommodation where a customer meets all the Special Conditions of this Schedule. Customers who receive gas service under Schedule G-1 are eligible for this Schedule. TERRITORY The City of Avalon, Santa Catalina Island. RATES The bill as determined under Schedule G-1 which would otherwise be applicable, minus the CARE surcharge, less a 20% discount excluding the PUCRF. SPECIAL CONDITIONS 1. CARE Customers are exempt from a CARE Surcharge of $0.06543/Therm for Baseline and Non-Baseline Service. The 20% discount applies to the Customer Charge and GCAC and base rate (excluding the CARE surcharge portion) charges only. The total Schedule G-1-CARE bill is thus equal to the Schedule G-1 bill, minus CARE surcharge, minus the 20% discount. 2. (R) CARE Household: A CARE Household is a household where the total gross income from all sources is less than shown on the table below based on the number of persons in the household. Total gross income shall include income from all sources, both taxable and nontaxable. Persons who are claimed as a dependent on another person’s income tax return are not eligible. These income limits are effective as of June 1, 2019.
