Advice 5573-E-A
(Pacific Gas and Electric Company ID U 39 E)

Public Utilities Commission of the State of California
Subject:

Supplemental: July 1, 2019 Electric Rate Change

Purpose
Pacific Gas and Electric Company (PG&E) submits this Tier 1 supplemental advice
letter to revise certain electric rates and tariffs effective July 1, 2019, based on
inadvertent errors discovered since submittal. Tariff sheets affected by this rate change
are provided in Attachment 1.
Background
Advice 5573-E submitted electric rate changes required by (1) D.19-02-023 approving
PG&E’s 2019 ERRA Forecast Application (A.18-06-001), with modifications, including
the change to 2019 forecast sales; (2) D. 18-08-013 implementing specific rate design
changes for Option R of Schedules E-19 and E-20; and (3) reformatting of Electric Rate
Schedule E-ERA – Energy Rate Adjustment resulting in a consolidation of the tariff from
four pages down to a single page.
Since submittal of Advice 5573-E, two errors have been identified in the design of the
rates for Option R of Schedules E-19 and E-20. Those errors are described in detail
below.
The first error was found in the Public Purpose Program (PPP) rate for Schedule E-20T,
Option R. The PPP rate for Option R should be equal to the PPP rate non-Option R
service under Schedule E-20T. Due to a programing error, the Option R PPP rate was
approximately twice the appropriate value leading also to an error in the total energy
rates for Schedule E-20T, Option R.
Second, the generation rates for all Option R rates of Schedule E-19 and E-20 were
found to be in error. This error was caused by inadvertently imputing additional revenue
in the process of designing the rates. As a result, the generation energy rates and total
energy rates were too high.

Advice 5573-E-A -2- August 2, 2019 These errors, and the correction of them, do not impact the rates on any other rate schedules. Tariff Revisions The corrected versions of Schedule E-19 and Schedule E-20, for Option R are provided as Attachment 1. PG&E will begin the process of correcting rates going forward, as well as correcting past bills, upon submittal of this advice letter. PG&E notes that the first error described above affecting the PPP rate for Option R of Schedule E-20T was first submitted for rates effective May 1, 2019. PG&E will correct bills for this error for this limited group of customers effective May 1, 2019. Protests Pursuant to CPUC General Order 96-B, Section 7.5.1, PG&E hereby requests the protest period be waived. Effective Date PG&E requests that this Tier 1 advice letter become effective on July 1, 2019. Notice In accordance with General Order 96-B, Section IV, a copy of this advice letter is being sent electronically and via U.S. mail to parties shown on the attached list and the parties on the service list for A.16-06-013 and A.18-06-001. Address changes to the General Order 96-B service list should be directed to PG&E at email address PGETariffs@pge.com. For changes to any other service list, please contact the Commission’s Process Office at (415) 703-2021 or at Process_Office@cpuc.ca.gov. Send all electronic approvals to PGETariffs@pge.com.
