Supplement to Advice 3886-E, Modification of Applicable

Customers of Solar Information Packet and Low-income Solar
Programs in Compliance with Decision 18-09-044

SUBJECT:

PURPOSE
Southern California Edison Company (SCE) submits this supplemental advice letter to
modify automated notifications and email messages that SCE provides to customers
requesting authorization to share their energy usage data with a third party. SCE’s
proposed modifications are pursuant to Ordering Paragraph (OP) 5 of Decision
(D.)18-09-044 and are provided in Attachment A.
These changes are made in accordance with General Order (GO) 96-B, General Rule
7.5.1, which authorizes utilities to make additional changes to an advice letter through
the submittal of a supplemental advice letter. This advice letter supplements Advice
3886-E in its entirety.
BACKGROUND
D.16-01-044 introduced a requirement for staff of the California Public Utilities
Commission’s (Commission) Energy Division to develop and make available an
information packet for solar consumers. Staff initiated packet development via a
workshop held on October 20, 2016, seeking feedback about its content and other solar
consumer protection needs. An Administrative Law Judge (ALJ) Ruling Seeking
Comment on Consumer Protection and Related Issues, and providing a proposed
information packet, was issued in December 2016. Following comments from parties,
the Commission issued D.18-09-044, which also incorporated direction resulting from
Assembly Bill 1070 (Stats. 2017, Chap. 662).

ADVICE 3886-E-A (U 338-E) -2- August 6, 2019 DISCUSSION D.18-09-044 directs SCE to modify its automated Green Button Download My Data and Green Button Connect My Data messaging and/or telephone scripts, as applicable, to inform customers who are requesting to share their energy usage data with energy service providers.1 The Decision requires SCE to inform these customers about the California solar customer information packet and its income-qualified solar programs. SCE provides, in Attachment A to this advice letter, its proposed customer email notification for communicating the existence of the information packet and potential eligibility for low-income solar programs when customers authorize access to their energy usage via Green Button Connect. SCE also provides a similar message within Green Button Connect, which is also presented in Attachment A. SCE does not provide a telephone script as SCE does not permit customers to authorize access to their usage data over the telephone. SCE’s messaging will drive customers to webpage locations where additional incomequalified solar program information and the consumer rights packet can be found. For those customers without access to internet service, SCE will offer to mail hard copy information. SCE will begin this communication upon disposition of this advice letter and finalization of the information packet. The email and script are found in Attachment A to this advice letter. No cost information is required for this advice letter. This advice letter will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to OP 5 of D.18-09-044, this advice letter is submitted with a Tier 1 designation. EFFECTIVE DATE This advice letter will become effective on August 6, 2019, the same date that this advice letter is submitted. To help meet the requirements of D.18-09-044, Ordering Paragraph 5, SCE proposes to add text at this stage that directs cutomers to sce.com/gosolar in order to notify and link them to the online CPUChosted California Solar Consumer Protection Guide plus information about income-qualified solar programs.. To comply with D.18-09-044, Ordering Paragraph 5, SCE proposes to modify the text of this automated email. SCE proposes to add text to this email that will notify customers of both the statewide information packet and income-qualified solar programs to be maintained at sce.com/gosolar. New text to be added is found in the dashed box below.
