SUBJECT:

Southern California Edison Company (SCE) hereby submits for approval by the California
Public Utilities Commission (Commission) the following changes to its tariffs. The revised
tariffs are listed on Attachment A attached hereto.
PURPOSE
In compliance with Resolution E-5030 (Resolution), this advice letter establishes
Preliminary Statement Part N.65, the Distributed Generation Statistics Contractor
Memorandum Account (DGSCMA) to track costs for work performed by the Distributed
Generation Statistics contractor to maintain and expand the California Distributed
Generation Statistics (DG Stats) website.
BACKGROUND
On January 17, 2006, the Commission issued Decision (D.) 06-01-024, which directed
the Commission’s Energy Division, Pacific Gas and Electric Company (PG&E),
Southern California Edison Company (SCE), San Diego Gas & Electric Company
(SDG&E), the California Solar Initiative (CSI) program administrators, and GRID
Alternatives to create a California Solar Statistics website. Under the Commission’s
supervision, the CSI program administrators contracted with Energy Solutions to build
and maintain the CSI program.
In 2014, the Commission issued D.14-11-001, which directed the investor owned
utilities (IOUs)1 to transfer the Net Energy Metering (NEM) interconnection data to the
California Solar Statistics website. In 2015, the Energy Division directed the IOUs to
create a new website named California Distributed Generation Statistics and to transfer
data from California Solar Statistics to the new website. The Energy Division directed
the IOUs to begin publishing the DG Stats data from the Self-Generation Incentive

ADVICE 4113-E (U 338-E) -2- November 22, 2019 Program (SGIP), the Solar on Multifamily Affordable Housing (SOMAH) Program, and the New Solar Homes Partnership (NSHP). In August 2018, the Energy Division directed the IOUs to expand the scope of the DG Stats website and begin publishing the Rule 21 interconnection data including all NEM systems, regardless of technology type or program. With this expansion in the scope of the DG Stats website, additional funding is necessary to expand existing and add new features to the website. The funding is also required for ongoing maintenance and any additional unanticipated work at the direction of the Energy Division. The Resolution approves up to a maximum of $990,000 in funding collectively for the IOUs for threeyears starting January 1, 2020 through December 31, 2022 for the DG Stats contractors costs incurred. The funding shall be allocated proportionally as the following: PG&E (43.7 percent), SCE (46 percent), and SDG&E (10.3 percent). The IOUs are directed to establish a memorandum account to track the costs for work performed by the DG Stats contractor. The IOU’s shall recover future costs through their respective General Rate Cases (GRCs). DISTRIBUTED GENERATION STATISTICS CONTRACTOR MEMORANDUM ACCOUNT Pursuant to Ordering Paragraph (OP) 7 of the Resolution, SCE shall establish the Distributed Generation Statistics Contractor Memorandum Account (DGSCMA) to track SCE’s share of the costs for work performed by the DG Stats contractor to expand the DG Stats website. Once SCE implements the costs into rates in its 2024 GRC, the costs will no longer be tracked in the memorandum account. Pursuant to OP 8 of the Resolution, SCE will submit a Tier 2 advice letter within 60 days of the effective date of the rates established by its 2024 GRC to recover the balance of the DGSCMA. PROPOSED TARIFF CHANGES As discussed above, and in accordance with OP 7 of the Resolution, this advice letterestablishes Preliminary Statement Part N.65, Distributed Generation Statistics Contractor Memorandum Account (DGSCMA), to track SCE’s share of the costs for work performed by the Distributed Generation Statistics contractor to maintain and expand the DG Stats website. Additionally, pursuant to OP 8 of the Resolution, SCE will submit a Tier 2 advice letter within 60 days of the effective date of the rates established by its 2024 GRC to recover the balance of the DGSCMA. No cost information is required for this advice letter. This advice letter will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule.

Purpose The purpose of the Distributed Generation Statistics Contractor Memorandum Account (DGSCMA) is to track costs for work performed by the Distributed Generation Statistics contractor to maintain and expand the California Distributed Generation Statistics (DG Stats) website. Pursuant with Ordering Paragraph (OP) 8 of Resolution E-5030, the costs will cease to be tracked in the memorandum account once SCE implements into rates its 2024 General Rate Case (GRC) into rates. b.
