Summer Discount Plan Incentive Reduction for 2020 in
Compliance with Decision 17-12-003

In compliance with Decision (D.)17-12-003, Southern California Edison Company (SCE)
hereby submits for filing the following changes to its tariffs. The revised tariff sheets are
listed on Attachment A and are attached hereto.
PURPOSE
Pursuant to Ordering Paragraph (OP) 21 of D.17-12-003, SCE submits this advice letter
to update its Schedule D-SDP, Domestic Summer Discount Plan, Schedule GS-APS-E
– General Service Automatic Powershift-Enhanced, and Form 16-165, Summer
Discount Plan Commercial Application with new incentive levels for 2020.
BACKGROUND
On December 21, 2017, the California Public Utilities Commission (Commission) issued
D.17-12-003, Decision Adopting Demand Response Activities and Budgets for 2018
through 2022, which adopted and modified Demand Response (DR) program budgets
and programs for Pacific Gas and Electric Company, SCE, and San Diego Gas &
Electric Company, (collectively, the “IOUs”). Pursuant to OP 21 in D.17-12-003, SCE’s
Summer Discount Plan (SDP) program is approved with the SDP incentives reductions
from 2018 through 2022, as shown in Tables 1 and 2 below.1 SCE plans to update
Schedules D-SDP and GS-APS-E annually to display the applicable credits for the
current year. In this advice letter, SCE proposes to update the annual credits for
calendar year 2020.

See Table 3 below for the $/ton/Summer month credit values for 2020. ADVICE 4146-E (U 338-E) -3- January 22, 2020 PROPOSED TARIFF CHANGES SCE proposes the following changes to its tariffs: • Schedule D-SDP– Domestic Summer Discount Plan o Update the incentive credit amount for 2020 • Schedule GS-APS-E –General Service Automatic Powershift-Enhanced o Update the incentive credit amount based on the approved reduction schedule for 2020 • Form 16-165, Summer Discount Plan Commercial Application o Modify the incentive amounts to reflect the approved reduction for 2020 o Update estimated savings amount from $195 to $165 to reflect the reduction of incentive factors for 2020 No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. PUC Sheet No. 68466-E 66076-E Sheet 1 APPLICABILITY The Domestic Summer Discount Plan (D-SDP) is applicable to domestic service Customers residing in an individually metered single-family accommodation with central air conditioning where a portion of the Customer's electrical load is subject to disconnection, as initiated by an SDP Event Trigger, from SCE's service by SCE through a direct load control device, with or without optional Customercontrolled override capabilities. Service pursuant to this Schedule shall be subject to adequate signal strength for control of the direct load control device, availability of direct load control devices, and acceptable operating condition of the air conditioning unit. This Schedule is not applicable to (1) Customers receiving a Medical Baseline Allocation for air conditioning, or (2) Customers receiving service under Schedules SEP, DM, DMS-1, DMS-2, or DMS-3. Pursuant to Decision 18-11-029, except for the Customers grandfathered to continue the existing dual participation in accordance with Special Condition 12, all Customers served under this Schedule are not eligible to dually participate with CPP (Option CPP of Schedule TOU-D-T, Schedule TOU-D Options with CPP, and Schedule CPP). In order to participate under this Schedule, Customers must have the appropriate SCE approved direct load control device installed, programmed, and activated. I understand: • I will provide SCE or its authorized contractors with reasonable access to my place of business to install, monitor, and maintain the SDP devices, • My credits are based on my current rate schedule, the amount of my electrical consumption, the calculated tonnage of my working central air conditioner, the number of summer season days in each billing period, and my SDP option, • SDP devices will not be installed on a non-operational central air conditioner, • Actual calculated tonnage on air conditioners may be different than the tonnage displayed on the face plate of the unit, • Program is subject to the availability of devices and adequate signal strength at my location, • My account must register the use of a minimum of 0.2 kWh per A/C ton, one hour before or after, in at least one event day per calendar year to remain eligible to participate in the SDP Program, • California Public Utilities Commission (CPUC) has authorized this program, and this agreement will at all times be subject to such changes or modifications by the CPUC as it may direct, from time to time, in the exercise of its jurisdiction, • SCE can apply to the CPUC at any time to change its rates, charges, rules, or services in any way, • SCE treats information and research data from individual customers as confidential, and uses statistics and information gathered on a group basis only, • SDP for commercial customers requires a minimum of one year participation from the date my service on the plan begins, and • This plan is not recommended for anyone unable to tolerate high temperatures or who has significant health problems such as asthma, heart disease, or respiratory conditions. Savings could increase with larger units and decrease for smaller ones. Maximum credit amounts are subject to certain minimum usage requirements and vary by central air conditioner tonnage. Credits based on enrollment in program from June 1 to October 1. Enrollment after June 1 will result in prorated savings beginning from the next scheduled meter read date after your application is processed and your device is installed and activated. SCE may need to test the device. The credit amounts and program options are subject to change by the California Public Utilities Commission. An Edison SmartConnect® meter or interval data recorder (IDR) meter capable of registering hourly interval usage data is required for enrollment in the SDP program. If removed from the program for failing to meet the minimum electric usage requirement, you will not be allowed to re-enroll for the following 12-month period. Participation in the Summer Advantage Incentive Program (formerly known as Critical Peak Pricing) may also reduce the maximum credit amounts.
