Advice 4251-G
(Pacific Gas and Electric Company ID U39 G)

Public Utilities Commission of the State of California
Subject:

June 1, 2020 Gas Core Procurement Rate Changes

Pacific Gas and Electric Company (“PG&E”) hereby submits for filing, revisions to its
gas tariffs. The affected tariff sheets are included in Attachment 1 to this filing.
Purpose
The purpose of this filing is to submit changes to PG&E’s core end-use customer gas
rates effective June 1, 2020. Specifically, this filing revises PG&E’s gas procurement
rates for core customers.
This filing is submitted in compliance with D. 97-10-065, which approved monthly
changes for gas procurement rates for core customers. Consistent with D. 98-07-025,
PG&E’s core procurement rates changes are made effective no later than the fifth
business day of the month.1
Procurement Rate Changes
PG&E is revising the gas procurement charges shown on core end-use customer
Schedules G-1, G1-NGV, GM, GS, GT, GL-1, GL1-NGV, GML, GSL, GTL, G-NR1,
G-NR2, G-NGV1, G-NGV2 and G-CP—Gas Procurement Service to Core End-Use
Customers. The procurement charges shown on Schedule G-CP are for illustrative
purposes only and are the same as those shown on the end-use customer schedules.
The gas procurement rate varies by rate schedule due to the allocation of capacity
charges to the core customer classes.
Schedule G-CP procurement charges proposed in this filing are shown below:

Advice 4251-G -2- Residential Residential (G-1, GM, GS, (G1-NGV, GT, GL-1, GL1-NGV) GML, GSL, GTL) Schedule G-CP Procurement Charge ($/therm) $0.24614 $0.21353 May 22, 2020 Small Commercial (G-NR1) Large Commercial (G-NR2) $0.22541 $0.18749 Natural Gas Vehicles (G-NGV1/2) $0.18301 The Schedule G-CP rates effective June 1, 2020 reflect: 1. A monthly weighted average cost of gas (“WACOG”) of $0.17040 per therm, compared to last month’s WACOG of $0.15839 per therm; 2. A credit of $0.02921 per therm to amortize over 3 months a $8.4 million overcollection in the Core Sales subaccount of the Purchased Gas Account (“PGA”); 3. A credit of $0.00864 per therm to amortize over 1 month a $890 thousand overcollection in the Core Shrinkage subaccount of the PGA; 4. A credit of $0.01769 per therm to amortize over 6 months a $12.5 million overcollection in the Core Firm Storage Account; and 5. A credit of $0.00715 per therm to amortize over 12 months a $15.1 million overcollection in the Core Pipeline Demand Charge Account. In April and May procurement rates, PG&E set PG&E’s core firm storage rates based on the annualized revenue requirement of $51 million. The storage revenue requirement that PG&E’s core firm storage rates should have been based on as of April of this year is $24 million. PG&E corrected this in June’s procurement rate. PG&E is adjusting the storage balancing account amortization period in order to credit customers for the overpayment made in April and May rates2. Effective Date In accordance with D. 97-10-065 and D. 98-07-025, PG&E requests that this advice filing be approved effective June 1, 2020. 2 In total, the overpayment is estimated to be less than $0.20 on residential customers April and May bills.
