INFORMATION ONLY - SAN DIEGO GAS & ELECTRIC SOLAR CONSUMER
COMPLAINTS REPORT IN COMPLIANCE WITH DECISION 18-09-044

San Diego Gas & Electric Company (SDG&E) hereby submits this advice letter for approval to
the California Public Utilities Commission (Commission).
PURPOSE
In compliance with Decision (D.)18-09-044, SDG&E has prepared the data provided in this
information-only advice letter categorizing and quantifying customer complaints received by
SDG&E and related to third party solar providers.
BACKGROUND
D.18-09-044 issued on October 5, 2018 directs additional consumer protection enhancements,
including collection of further information regarding solar net energy metering-interconnected
systems; coordination among the electric investor owned utilities and affected government
agencies to more effectively address complaints related to these systems; and proposal of a
citation program for enforcement of measures adopted in D.18-09-044.
DISCUSSION
Complaints regarding solar providers are currently primarily captured by SDG&E’s contact
centers in SDG&E’s customer information system.
With the CPUC’s disposition approving the Joint IOUs’ ALs effective September 24, 2020,
SDG&E has initiated a procedure to also include solar provider complaints in its proprietary
Comment Resolution Tracking System (CRTS) which will allow for improved categorization and
reporting. The procedure went into effect on January 1, 2021 and thus while SDG&E is
reporting complaints for Q4 of 2020 in this AL, reporting accuracy and resolution will improve for
Q1 of 2021 moving forward.
