Establish the Regionalization Plan Memorandum Account (RPMA) to
Record Costs Incurred Implementing regionalization as proposed in
Application (A.) 20-06-011.
Purpose
This advice letter establishes a new memorandum account to track incremental costs
PG&E incurs in connection with the development and implementation of regionalization ,
as proposed in A.20-06-011 and as may be modified by the Commission. This advice
letter is submitted pursuant to the October 2, 2020 Assigned Commissioner Scoping
Memo and Ruling (Scoping Memo) authorizing PG&E’s request to establish the RPMA
effective as of June 30, 2020.
Background
As required by Decision (D.) 20-05-053, on June 30, 2020, PG&E filed A.20-06-011
requesting approval of its Regionalization Proposal. In its Application, PG&E requested
authorization to establish the RPMA effective as of the filing date of its Application to
record incremental costs PG&E incurs in connection with development and
implementation of regionalization.1
On October 2, 2020, the Commission issued the Assigned Commissioner Scoping Memo
and Ruling, which ruled that PG&E was “authorized to establish a memorandum account
to track the costs of regionalization, effective June 30, 2020.”2

In compliance with the Scoping Memo, PG&E proposes to establish the following
memorandum account:

Electric Preliminary Statement Part IS, Regional Plan Memorandum Account –
Electric (RPMA-E)
The Regional Plan Memorandum Accounts will track and record the incremental costs
incurred related to developing and implementing PG&E’s Regionalization Plan in
accordance with the Commission’s directives. Such costs may include amounts related
to facilities and real estate, information technology, compensation of new regional officers
and other personnel, and other reasonable expenditures to implement the regional
restructuring required by the Commission.

Effective Date

become effective upon the date of submittal with an effective date of June 30, 2020.

1. PURPOSE: The purpose of the Regional Plan Memorandum Account (RPMA) is to track and
record the incremental costs incurred related to developing and implementing PG&E’s
Regionalization Plan in accordance with directives of the California Public Utilities
Commission. Such costs may include amounts related to facilities and real estate,
inf ormation technology, compensation of new regional officers and other personnel, and other
reasonable expenditures to implement regional restructuring. The RPMA will not include
costs recorded and recovered in another account.
2. APPLICABILITY: The RPMA shall apply to all customer classes, except for those specifically
excluded by the Commission.
3. REVISION DATES: Disposition of the balance in the account will be through a General Rate
Case (GRC) or other application as authorized by the Commission.
4. RATES: The RPMA does not have a separate rate component.
5. ACCOUNTING PROCEDURE: The f ollowing entries will be made each month, or as
applicable:
a) A debit entry equal to incremental costs of regionalization including but not limited to
amounts related to facilities and real estate, information technology, and
compensation of regional personnel;
b) A debit or credit entry equal to the capital revenue requirement associated with the
actual capital expenditures incurred. Capital-related revenue requirements include
depreciation expense, return on rate base at the authorized cost of capital, federal and
state income taxes, and property taxes, associated with the capital asset additions;
c) An entry to record the transfer of amounts to or from other accounts as approved by
the Commission; and
d) An entry equal to interest on the average balance in the account at the beginning of
the month and the balance after the above entries, at a rate equal to one-twelfth of the
interest rate on three-month Commercial Paper for the previous month, as reported in
the Federal Reserve Statistical Release, H.15 or its successor.
