SUBJECT:
ESTABLISHMENT OF MICROGRID BALANCING ACCOUNT (MGBA) PURSUANT
TO DECISION 21-01-018
PURPOSE
San Diego Gas & Electric Company (SDG&E) hereby submits this advice letter for approval to the
California Public Utilities Commission (Commission) for additions to its electric Preliminary Statements
of Section II Balancing Accounts, applicable throughout its service territory, as shown in Attachment A.
BACKGROUND
On September 12, 2019, the Commission initiated Rulemaking (R.) 19-09-009 to design a framework
for the commercialization of microgrids in accordance with Senate Bill (SB) 1339 and to account for
the Commission’s commitment to technologies and activities that may be useful for achieving overall
resiliency goals.
The Assigned Commissioner’s Scoping Memo and Ruling for Track 1 adopted a schedule for this
proceeding, divided into three tracks.1 Track 1 encompasses the Commission’s goal of deploying
resiliency solutions in areas that are prone to outage events and wildfires, with the goal of putting
some microgrid and other resiliency strategies in place by spring or summer 2020, if not sooner.2,3
Track 2 of this proceeding encompasses the more complex issues and contours of SB 1339
implementation, including developing standards, protocols, guidelines, methods, rates, and tariffs to
support and reduce barriers to microgrid deployment statewide, while prioritizing system, public, and
worker safety, and avoiding cost shifts between ratepayers. On January 21, 2021, the Commission
issued D.21-01-018 for Track 2, adopting microgrid rates, tariffs, and rules to facilitate the
commercialization of microgrids pursuant to SB 1339.

Pursuant to D.21-01-018 Ordering Paragraph (OP) 8, SDG&E submits this Tier 1 Advice Letter to
modify its electric preliminary statement to establish a one-way Microgrid Balancing Account (MGBA),
as described in Attachment A. The MGBA shall have two subaccounts to record incremental costs,
offset by authorized revenue, for electrical isolation technology evaluation and microgrid program
evaluation.4
DISCUSSION
This advice letter seeks to establish the MGBA, as detailed in the preliminary statement, Attachment
A. The disposition of the MGBA subaccounts for electrical isolation technology and program
evaluation will be through SDG&E’s Annual Electric Regulatory Account Update advice letter filing.
Electrical Isolation Technology Evaluation
D.21-01-018 OP 9 requires the utilities to submit advice letters that define the criteria and evaluation
process to assess different isolation technologies and record the costs in a new one-way balancing
account.
These costs are to be recovered through distribution rates via the Annual Electric True-up5 advice
letter filing.6 The revenue requirement is capped at $3 million to be allocated across the utilities.7
Program Evaluation
OP 12 requires Energy Division to hire a neutral third-party contractor to review and evaluate the
effectiveness of the changes adopted by D.20-06-017 and D.21-01-018, the new microgrid tariff, the
new microgrid incentive programs, and the pilot studies to assure competitiveness and ratepayer best
interest pursuant to Section 3.9.3 of D.21-01-018.
The costs for the third-party contractor are to be recorded in the new one-way balancing account and
recovered in distribution rates through the Annual Electric True-up advice letter filing.8 The budget is
capped at $1 million, subject to downward adjustment by Energy Division.9

OP 16 authorizes the utilities to create a third subaccount for the new Clean Substation Microgrid Program
within the one-way balancing account if they intend to pursue any upcoming clean substation microgrid
projects, pursuant to the requirements in Appendix A, Section I.2, of D.21-01-018. SDG&E does not intend to
pursue any clean substation microgrid projects at this time and therefore does not propose the additional
subaccount. SDG&E reserves the right to request establishment of the clean substation microgrid subaccount
in a future Tier 3 advice letter as directed by D.21-01-018.

II. BALANCING ACCOUNTS
MICROGRID BALANCING ACCOUNT (MGBA)

1. PURPOSE
The MGBA is a one-way, interest bearing balancing account recorded on SDG&E’s financial statements
pursuant to Decision (D.) 21-01-018. The purpose of the MGBA is to record the incremental costs
associated with implementing the items required by D.21-01-018. The MGBA is established pursuant to
Ordering Paragraphs (OP) 8, 9, and 12 and will have the following subaccounts:
A. MGBA – Evaluation of Electrical Isolation Technology
• Records the incremental operation and maintenance (O&M) and capital-related (i.e.,
depreciation, return, and taxes) costs incurred to evaluate the electrical isolation technology
pursuant to OP 9.
• Per Section 3.5.3, an overall cost cap of $3 million is allocated across the investor-owned utilities
(IOUs). If the IOUs need a larger budget, then they may include in their Tier 2 advice letter a
request for a budgetary increase along with supporting justification demonstrating the need.
B. MGBA – Program Evaluation
• Records the incremental O&M costs incurred to review and evaluate the effectiveness of
changes to the electric rules adopted by D.20-06-017 and D.21-01-018.
• Per Section 3.9.3, a budget cap of $1 million is adopted for the program evaluation, subject to
downward adjustment by the Energy Division.
2. APPLICABILITY
The MGBA shall apply to all electric distribution customers.
3. RATES
The MGBA will be collected through electric distribution rates.
4. ACCOUNTING PROCEDURES
A. MGBA – Evaluation of Electrical Isolation Technology Subaccount
SDG&E shall maintain the MGBA – Evaluation of Electrical Isolation Technology Subaccount by
making monthly entries, net of FF&U, to the account as follows:

Commission; and
5) An entry equal to the interest on the average of the balance at the beginning of the month
and the balance after the above at a rate equal to one-twelfth the interest rate on threemonth Commercial Paper for the previous month, as reported in the Federal Reserve
Statistical Release, H.15 or its successor.
5. DISPOSITION
SDG&E submits in October of each year its Annual Electric Regulatory Account Update advice letter and
will request to amortize the projected year-end balances for the Evaluation of Electrical Isolation
Technology Subaccount and the Evaluation of Microgrids Subaccount in electric distribution rates
effective January 1 of the following year, pursuant to OPs 9 and 12.
