SUBJECT:

QUARTERLY ADVICE LETTER SUBMITTAL RELATED TO ENERGY USAGE
DATA PURSUANT TO DECISION (D.) 14-05-016

San Diego Gas & Electric Company (SDG&E) hereby submits to the California Public Utilities
Commission (Commission) its quarterly Advice Letter to publicly note the transfer of information
and update the Data Catalog pursuant to Decision (D.) 14-05-016.
PURPOSE
In compliance with Ordering Paragraph (OP) 9 of D.14-05-016 (Decision), SDG&E hereby
submits this quarterly Advice Letter “to publicly note the transfer of information, amend its tariffs,
and update the Data Catalog.”1
BACKGROUND
On May 5, 2014, the Commission issued D.14-05-016 that adopted rules to provide access to
energy usage and usage-related data to eligible local government entities, researchers, and
state and federal agencies when such access is consistent with state law and the Commission’s
Privacy Rules. To facilitate this data access, the Decision adopted the Data Request and
Release Process (DRRP) that SDG&E, Southern California Edison, Pacific Gas and Electric
Company, and Southern California Gas Company (collectively referred to as the “IOUs”) must
follow to receive and fulfill requests for data covered by D.14-05-016.2 Among other
requirements, D.14-05-016 requires the IOUs to file quarterly Tier 1 Advice Letters to publicly
note the transfer of information, amend its tariffs, and update the Data Catalog.3

Public Utilities Commission 2 April 7, 2021 DISCUSSION A. Transfer of Information From January 1, 2021 through March 31, 2021, SDG&E received two Researcher requests. None of the requests for transfer of information were completed, and both are currently awaiting receipt of NDAs (Non-Disclosure Agreements) and IRBs (Institutional Review Boards). B. Tariffs SDG&E has no proposed tariff changes at this time. C. Data Request Log SDG&E has maintained a Data Request Log4 pursuant to DRRP requirements. The following Data Request Log covers data requests made to SDG&E between January 1, 2021 through March 31, 2021 in which request forms have been deemed complete according to the Data Request and Release Process described in D 14-05-016, Attachment A. Public Utilities Commission 3 April 7, 2021 EFFECTIVE DATE This submittal is subject to Energy Division disposition and is classified as Tier 1 (effective pending disposition) pursuant to GO 96-B, Energy Industry Rule 5.1 and OP 9. SDG&E respectfully requests that this submittal become effective on April 7, 2020, which is the date of this submittal. PROTEST Anyone may protest this Advice Letter to the California Public Utilities Commission. The protest must state the grounds upon which it is based, including such items as financial and service impact, and should be submitted expeditiously. The protest must be made in writing and must be received no later than April 27, 2021 which is 20 days from the date this Advice Letter was filed with the Commission. There is no restriction on who may file a protest.
